Justin Bieber looked like he was having a great time in Panama, despite the rumored intervention that was supposed to take place. The singer appeared to be having a great time, while being swarmed by Beliebers on the beach. Justin, who had just flown in from Miami, has been spending a lot of time with Chantel.
